Thrown when a module needs a feature the target backend does not support, with code SD0030.

Syntax
class UnsupportedFeatureError extends TypeShadeErrorDescription
The capability gate that runs before every emit throws it naming the missing capabilities, and an individual backend method throws it when asked for a construct its target cannot express. No source is produced in either case.
