Returns true when name's spelling splices an argument into a position that binds tighter than a plain argument slot, such as an operand of an inlined operator or the base of a .field postfix.

Description
In that case the caller must render every argument as a primary expression
(parenthesized unless it is already a single token), because a bare a + b spliced into
a + b / c parses as different arithmetic. Returns false for an id with no entry.
