Chapter 13, Change control Review
An issue or pull request that changes what an author can write must cite the rule of this document it rests on.
The rule text and the parts under it are the compiler's own English, as the design document writes them.
Rationale
a change with no rule behind it is the shape the f64FromParts case took.

CLAUDE.md (the citation rule) and §1.1 of this document.
How it is verified
Held by review. No file checks it, and the rule names review as what holds it.
